OK: Oklahoma
Summary: Oklahoma gives the handler first option to adopt a retired certified drug or bomb dog, and an adopted dog can't return to service (70 O.S. § 3311(B)(9)(b)). Penalties are mostly misdemeanors (21 O.S. § 649.2). SB 750 (2025), grants for treating K9s hurt in the line of duty, stalled on the Senate floor.
Body armor
- None found as a statute. SB 750 (below) covered acquiring, training and treating K9s, not vests specifically.
Medical & insurance
- No K9 EMS statute was found. 59 O.S. § 698.12 has no emergency exemption from vet licensing.
Retirement & service limits
- 70 O.S. § 3311(B)(9)(b) (CLEET certification of canine teams). When a certified drug or bomb dog retires, the department keeps possession, the handler has first option to adopt, and otherwise the department arranges adoption. Once adopted, the dog may not go back into active service. It covers CLEET-certified detection dogs only, and there's no age or service cap.
Post retirement care
- None found. Local reporting (McClain County K9 Spike) says agencies can't fund care once a dog is surplus. That characterization is.
Penalties for harming police animals
- 21 O.S. § 649.2. Willfully killing, beating, torturing, disabling or poisoning a police dog or horse, or booby trapping one, is a misdemeanor: up to $1,000 and/or 1 year in county jail, plus restitution. If done knowingly during a misdemeanor or felony, it's a felony: up to $1,000 and/or 5 years in DOC, plus restitution.
Pending or failed bills
- SB 750 (2025): stalled (see above).
