NJ: New Jersey
Summary: New Jersey has tough penalties: purposely killing a police animal is a third degree crime with a mandatory 5-year minimum and a $15,000 fine (N.J.S.A. 2C:29-3.1). An EMS transport bill is pending (A5217, 2026). There's no state law on vests, retired care or handler adoption; towns transfer retired dogs under general surplus property rules.
Body armor
- No statute was found. NJ's Body Armor Replacement Fund covers officers. S2625 (2024) expanded which agencies can get its grants but doesn't mention K9s. Vests for NJ K9s come from nonprofits and donations.
Medical & insurance
- No EMS law for K9s is in effect. N.J.S.A. 45:16-8.1 exempts unpaid emergency aid to animals from the veterinary practice definition. It's general, not K9-specific.
- A5217 (2026 to 27 session), sponsor Asm. Gregory McGuckin. Would let EMS transport injured law enforcement canines to vets and let specially trained EMTs and paramedics give emergency care when no human patient needs it, with good faith liability protection. Introduced June 4, 2026 and referred to Assembly Public Safety and Preparedness. Status: in committee.
Retirement & service limits
Post retirement care
- None found. No retired-K9 vet care bill was found in NJ.
Penalties for harming police animals
- N.J.S.A. 2C:29-3.1. Purposely killing a police owned or police used animal or a search and rescue dog is a third degree crime with a mandatory 5-year minimum (no parole during that term) and a $15,000 fine. Purposely maiming or harming one is a fourth degree crime, and so is threatening harm. Interfering with an officer using an animal is a disorderly persons offense.
Pending or failed bills
- A5217 (2026), EMS transport and care for injured law enforcement canines: pending (see above).
